STR: 1. open pdf by pdfium and do not close this tab 2. use pdfium pref to turn off pdfium 3. open another tab with pdf by pdfium Expected: new tab with pdf can't use pdfium to open it. Actual: new tab with pdf still use pdfium to open it.

I found that the issues I mentioned on Description have been fixed by Bug 558184. You can apply the latest patch on Bug 558184 and get the right result on turning pdfium on/off.
