In bug 1338476 we will have a pref to turn on/off pdfium solution, we could do more to figure out how to overwrite default option in Preference setting's Application panel and point to PPAPI JSPlugin without user involving.

bug 1353029 comment 0 pointed out how pdf.js checking itself to be the default pdf handler, but its way is costly. So whatever we done there might need to be replicated here.

I'm closing this bug as WONTFIX per:
"The Mortar experiment has concluded. Mozilla does not consider the PDF use case justifies the burden of implementing and maintaining PDFium and a Pepper API implementation in Gecko."
