Steps to reproduce:
set mail.password_protect_local_cache = true in Config Editor and restart TB 45.8.0.
Actual results:
Being prompted twice for my master password.
Expected results:
Being prompted once for master password.
I've found several old bugs with the same problem (e.g. 548224) but they're all marked Fixed / Closed.

I went back to TB 38.8.0, and the same problem exists there too.

I realized, that adding a GMail account forces Thunderbird-45.8.0 to show 2 popup windows and asked for the master password. The first I just "canceled" and typed in the pw into the second.
After upgrading to TB60.3 from TB52, I noticed the same issue with mail.password_protect_local_cache set to true.

Version 60.4.0 (32-bit).
Yes I do.
There's one prompt for the master password per email account that I configured; in my case, I get prompted twice. Both email accounts are Gmail. With mail.password_protect_local_cache = false, there's only one prompt for the master password.

I'm running 78.11.0 (32-bit) now, and I have one email account configured.
With mail.password_protect_local_cache = false, I get prompted once.
With mail.password_protect_local_cache = true, I get prompted not twice but thrice now.

On Mac I also get prompted three times
