This feature is controlled by "layout.accessiblecaret.always_show_when_scrolling", and has been made default on in bug 1249201.

It might not be a B2G specific design but in general a mobile user experience that we might want to change it at some point.

Attachment: Bug 1347049 - Remove the ability to hide AccessibleCaret when scrolling.

This feature is B2G only. Remove it to make AccessibleCaret simpler to
maintain.
