[Steps to reproduce]:
1. In the same tab, navigate to 2 websites of your choice
2. Open File (Ctrl+O) and select a local PDF
3. Navigate to 2 more websites of your choice (in the same tab as in steps 1,2)
4. Click on the Back button to navigate back through the tab history


[Expected result]:
- Navigating through the tab history should be allowed

[Actual result]:
- The user is not allowed to navigate back (and beyond) to the PDF file using the Back button.
