Steps to reproduce:

1. Open my template with a double-click in folder "Templates", see image1.png.
2. After 1st click on "Save", all will be ok.
3. After 2nd click on "Save", all embedded images disappears, see image2.png.
4. I can this reproduce on 2.49 (20170313211613,akalla) and 2.51a2 (aurora) from today.


Actual results:

All embedded images disappears.


Expected results:

All embedded images should be as is.

REPRODUCIBLE with unzipped installer of  official  en-US SeaMonkey 2.52a1 (NT 6.1; WOW64; rv:55.0) Gecko/20100101 Firefox/55.0 Build 20170311002651  (Default Classic Theme) on German WIN7 64bit:

1. Launch Email Client → in Folder Pane click (select) an account's inbox
2. Click  icon  'Compose - HTML'
   » Mail compose window opens
3. Menu 'Insert → Image → Browse for image on HDD and insert ("pic" as tooltip
   and alternative text)
4. Clic icon  'Save → As Template' → Click Close-X to close Composer Window.
5. From "Templates" Folder open saved template email
   » Mail compose window opens with saved template
6. Click icon  'Save → As Template'
7. In Templates folder check newly create template
   » Message window shows email contents with picture                             ☺
8. In Composer Window click icon  'Save → As Template'
9. In Templates folder check newly create template
   » Message window shows email contents WITHOUT picture 
     (only placeholder shown)

a) Message source comparison shows that email type has changed, in Email Step 9 
   "Content-Type: multipart/related;" is missing
b) currently only observed with WIN
c) Under particular circumstances I already see the image disappearing in 
   Composer Window, details need more investigation.

e) I think all this "Save Template" is a red herring, the problem already appears
   when open template (or do we have a separate send problem with the same 
   symptoms?):
   Do comment 1 Steps 1 ... 5
   16. Send email to one of your other accounts
   17. Check received email
      » Picture missing, no longer "multipart"

f) I did my test from comment 1 with a POP3 account, but same problem with IMAP
g) Not reproducible with TB Daily 54.0a1 (2017-02-04) (64-bit)

h) Was still ok with unofficial (by akalla) de-DE SeaMonkey 2.48  (NT 6.1; Win64;
   x64; rv:51.0) Gecko/20100101 Build 20161201160950  
   (Default Classic Theme) on German WIN7 64bit
   so seems to be 2.49 regression.

Hi Rainer
Yes, I can confirm (e). When I open and sent a template, the sent file size will be shrink.
The images in the sent file are only visible when "Original HTML" is active, not under "Simple HTML".

I used 2.48 in 32- and 64-bit versions (en-US) from on Win7 without problems.

Yes, this one seems to be in that area. 

NEW for now, more investigation after fix for Bug 1322172.
I see this one as a showstopper for SM 2.49, MAJOR for now
