Different apps that embed Gecko should be able to share cache and history data. I'm guessing that the main problem is making these resources safe for access by multiple processes.

This sounds like at least two separate bugs (cache and history) rolled into one... The two bugs need to be assigned to different people and will likely have very different solutions.
