Add method Bugzilla->preload
_features() to be called in mod _perl .pl startup
Rather than lazy-loading modules, it's better to try loading them all at once during apache startup.
Please ignore this until during the week, it is not very important. There's two commits in this PR, the first one is a bug that I asked glob to review as it's moving a lot of code around. This should just be pre-emptively calling Bugzilla->feature() for every feature we support, which has the effect of loading them.
