Rather than lazy-loading modules, it's better to try loading them all at once during apache startup.

There's two commits in this PR, the first one is a bug that I asked glob to review as it's moving a lot of code around. This should just be pre-emptively calling Bugzilla->feature() for every feature we support, which has the effect of loading them.
