New bookmark does not show favicon when browsing history is diabled

Steps to reproduce:

1) Disable browser history. Options->Privacy->Use Custom settings for History->Uncheck "Remember my browsing and download hsitory"
2) Bookmark a new page that contains a favicon
3) Go to the bookmark for the page added in (2)


Actual results:

The favicon was not displayed beside the bookmark. Instead, the default "grey globe" was displayed.

Also note that any bookmarks that were added while browser history was enabled continue to be displayed properly. This only appears to affect NEW bookmarks when browsing history is disabled.


Expected results:

The favicon should be displayed beside the bookmark.

Bug reproduced in Firefox Nightly 58.0a1 (2017-10-05) (64-bit) Build ID 20171005100211 under Windows 7 Home Premium SP1 (64-bit) with a new profile after changing hamburger menu -> options -> "Privacy & Security", "History" section, changing "Nightly will:" to  "Never remember history".

I have just retested today with "Nightly will: Never remember history".

I just tested and adding the bookmark does NOT display the FavIcon.

Adding the bookmark and then revisiting that page does NOT display the FavIcon in the bookmark.

Adding the bookmark and then shutting down and restarting Firefox does NOT display the FavIcon in the bookmark.

Adding the bookmark and then shutting down and restarting Firefox, and then revisiting that page does NOT display the FavIcon in the bookmark.

Adding the bookmark, revisiting that page, shutting down and restarting Firefox DOES display the FavIcon in the bookmark.

Adding the bookmark and then shutting down and restarting Firefox, and then revisiting that page, and then shutting down and restarting Firefox DOES display the FavIcon in the bookmark.

I just tested this today with 60.0a1 (2018-01-25) (64-bit) Build ID 20180125104809 under Windows 7 with a relatively new profile (no addons other than Flash, which it found since I have Flash installed) and only customizations are: display Bookmarks Toolbar and "Nightly will: Never remember history".

Maybe I should clarify. I start up the Nightly Firefox with a rather new profile. The default home page shows "top sites". I click on one of them and land on that site. It is at that point I add the site to my Bookmarks (either by clicking on the star or by dragging the "i" in the address bar to the Bookmarks Toolbar). Even though the tab shows the site's favicon, the created bookmark does not. Then the rest of testing is as I described, e. g., the only way to get the favicon to show in the bookmark is to visit the site _again_ (I'm doing it via the created bookmark) and then the favicon is visible only after the next restarting of Firefox.

Again, this is when "Nightly will: Never remember history" (in Menu -> Options) and in Nightly.

When history is being remembered, I have not observed this anomaly.
