Difference in the builders with dep off. I diffed against the builder list with the nightly patch already applied, so the cumulative difference is this diff + the previous builder list diff.

This patch takes your osx disabling patch on the schedulers, and does the same for windows on >=56.

The main idea is, if we turn off windows dep builds, we may end up with stranded workers. Instead, if we turn off the dep scheduling first, the builds will finish, no new ones will be scheduled, and then we can turn off the dep builders later.

Before was the patch to turn off nightlies.
After was the patch to turn off dep schedulers.
