Opening https://bugzilla.mozilla.org/ in a private browser tab in Firefox Nightly results in this being shown in the console:
"""
The page was reloaded, because the character encoding declaration of the HTML document was not found when prescanning the first 1024 bytes of the file. The encoding declaration needs to be moved to be within the first 1024 bytes of the file.

I see this too, but only for / and not /index.cgi
Is this happening in the page we are stashing in Zeus? Can that character encoding be added to the page's metadata or configuration?

Sure, maybe? I don't have visibility or access to Zeus.
