Opening https://bugzilla.mozilla.org/ in a private browser tab in Firefox Nightly results in this being shown in the console: """ The page was reloaded, because the character encoding declaration of the HTML document was not found when prescanning the first 1024 bytes of the file. I see this too, but only for / and not /index.cgi
Is this happening in the page we are stashing in Zeus? Can that character encoding be added to the page's metadata or configuration?

I believe this has been fixed in Bug 1428166.
