The attached animation adds a second state of functionality to scrolling tabs

State 1 = Long press
Scrolls as is - any jankyness should be fixed and it should be smooth 

State 2 = Short press: Pages thorough tabs (see motion) 
- If the tab bar is filled with more then 2 pages worth of tabs they should scroll to the last tab that's visible on page 1
- When there isn't more then a page the last tab scrolls to the end of the tab and the arrow greys out (visuals tbd)
- The scroll motion should be 1500ms

Is there any pref planned to disable tab scrolling altogether? Ref bug 622124

No plan for a pref to disable tab scrolling, though we could use the toolkit.cosmeticAnimations.enabled pref for this to at least remove the easing.
