[User Story]
As a user, I want to see the number of tours by glancing at the fox icon

[Acceptance Criteria]
- I know the number of uncompleted tours without expanding the overlay
- The number will exclude the ones that I finish 
- As a returning user, the number will exclude the functions I already enable (for example, already have add-ons and account sync working)
- The number disappears as the overlay is expanded

I changed the spec and Bug 1357017 to have the tour overlay icon on the new tab page display a welcome message instead of the number of incomplete tour items. I think you could change the user story to: As a user, I want to know the purpose of the fox icon on my new tab page.
