[User Story]
As a user, I want to learn the benefit of "Private Browsing"

[Acceptance Criteria]
- I can see the details of Private Browsing by moving my mouse over (need to confirm with @mverdi on mouseover vs click)
- It tells me where to find the Private Browsing menu in the future
- I can bring up the Private Browsing menu from this tour
- After I click the "Private Browsing" button, it will show this tour is completed
- When I click "Private Browsing" notification, it will bring me to this page 
- When I already complete the tour or click the private browsing button, "Private Browsing" notification will not appear
