I updated the spec. The changes are:
* Removed the 1 of 6, 2 of 6, etc. progress indicator and replaced it with a static string. The overlay navigation and success badges will be the place to keep track of progress.
* Updated the notification display rules. It uses the same logic, I just adjusted the time frames to be shorter.

The Fox icon on each notification should say (in the word bubble), "New to Firefox?"

We added another condition to the notification logic in our meeting tonight. We'll now show a notification 8X or 5 days, whichever comes first.

Most software tours/tips window I know are shown in random order. We can random show one of unfinished tour in notification as well.

To show a notification 8X or 5 days, we have to do several things:
* save state for each unfinished tour
* track how many times/sessions(is user open a new tab counts?) this tour has been shown, and then 
* pick the right tour to show.
* clean up state for outdated tour

Is it essential to develop a complex mechanism to show the notification?
