In the preferences, there are certain things you click that open in-page dialog boxes, such as the DNT preference dialog box.

These dialog boxes have a title bar across the top. Long-time computer users expect to be able to click those title bars and drag the dialog box around the content area of the window, but this doesn't work. It's a little bit jarring -- especially if there's something you want to see behind it in the preferences.
