Do you have steps to reproduce? Otherwise, this bug is not actionable, since it is about an out of memory condition.
No. I don't have any particular steps to reproduce. 

I'm generally browsing facebook and reading news articles on my phone, not playing games or doing things with the 3D graphics engine.

I have a galaxy note 3 with 2GB of RAM. I don't know how I can be running out of memory on a regular basis on this device. Even if I close all other applications in my recently used apps menu, or via RAM clear memory command (samsung menu), I still receive out of memory errors. 

What else would help? Memory reports? Logcats? Screenshots?

This is a top crasher so there should be some people with STR. Maybe some people have submitted comments that would help. Maybe some people have included their email addresses for Mozilla to contact them for more details. Maybe Mozilla could contact those people for more information?

This is a top crasher simply because it groups together a lot of different crashes, most of which are not actionable.
Without steps to reproduce, I think it's not useful to keep this bug open (bug 1333070 and bug 1357359 are examples of crashes with the same signature but reproducible and useful).

These comments are all probably related to different crashes.
OOM | small is grouping together all crashes that occur in low memory conditions.

Why does Firefox crash when it's "out of memory"?

Why doesn't Firefox handle out of memory situations intelligently?

Why doesn't Firefox throw an out of memory error message instead of just crashing?

Why doesn't Firefox tell the user "You do not have enough available memory to do the requested action..." and offer some solutions?

Prevent Out Of Virtual Memory Crashes

[About this Add-on - As soon as maximum contiguous virtual memory approaches zero, the browser will be automatically restarted to prevent "out of memory" (OOM) crashes (with either "mozalloc_abort(char const* const)" or empty crash signatures).

This is different approach comparing to measurement of occupied memory; this allows to make restarts only when they are truly necessary. This method is the only working one to avoid OOM crashes in 32-bit browser, because memory usage per se can be far from the limit of addressable maximum that 32-bit FireFox allows, but OOM crashes would still happen: after some point contiguous virtual memory deteriorates without dependence on whether you close tabs, clear closed tabs history and minimize memory usage through browser's procedure for that, or not.

This extension only works in versions of browsers that have "vsize-max-contiguous" measurement of memory state (check "about:memory" report; this measurement should appear near to "vsize" value): pre-release versions of FireFox 27 and above.

"Prevent Out Of Virtual Memory Crashes" is only needed for power users with heavy sessions in 32-bit build of FireFox for Windows. This extension will lose its usefulness as soon as Mozilla will resume support of 64-bit builds of FireFox for Windows. Of course, it is possible to have maximum contiguous virtual memory approaching zero even in 64-bit build, but it would be a rare case (for example, if you only have 8 GB of RAM and turn swap file off).]

No. As I told you, this is not an actionable bug.
We are working on reducing memory usage and fragmentation, but there are already plenty of more actionable bugs open about that (e.g. the bugs linked to bug 965936).
