Steps to reproduce:
1. using Firefox 53.0 on macOS sierra 10.12.4
2. Firefox browser window is top on Finder and active
3. change network setting through AppleMenu (i.e. Applemenu -> Location -> other location)
Actual results:
Network profile remains the same location, nothing happens in network setting.
Mozilla crash reporter window opens, but it appears just behind the browser window, so hard to be recodnized.
Browser does not freeze. Can continue browsing.
Every attempt to change location results opening crash reporter windows. So multiple crash window open behind the browser window.
Expected results:
Crash reporter window does not open.
Network setting changes normaly.

I don't see anything network code related in the crash report. This might need someone from Q/A to reproduce and bring more data.

On macOSX 10.12.5, I cannot reproduce this on latest Nightly 55.0a1 (20170524030204)
nor on latest release Firefox 53.0.3 (20170518000419).
Able to successfully switch network from Automatic (Thunderbolt Ethernet) to Other (WiFi). No crash reporter (hidden or otherwise).

In my environment, this problem is reproduced.
macOS Sierra 10.12.5(16F73)w/ MacBook Air (Mid2013)
Firefox 53.0.3 (20170518000419)
Switch Network from Automatic (WiFi) to Other (WiFi) .
or
Switch Network from Other (WiFi) to Automatic (WiFi) .
Since there is no Ethernet adapter, confirmation in other modes is impossible.
This problem still remains on macOS Sierra 10.12.5 and Firefox 53.0.3

I set up my network preferences such that I had "Automatic" and "other" locations both pointing to wifi. However, even though I was attempting to assign the "Automatic" and "other" Locations to distinct wifi signals, when Apply is done, both locations are assigned the same wifi source. As such, when the reporter says, "Network profile remains the same location, nothing happens in network setting." (This happens whether Firefox is running or not) I think that is either by design or a bug on Apple's side. It is not a Firefox bug. I still do not see any crash reporter, hidden or otherwise.
Reporter, please try updating your OS to 10.12.5 to see if that solves the issue for you.

As recently reported ( comment 7, 9 days earlier ), this problem still remains on MacOS 10.12.5 and Firefox 53.0.3.
On my iMac, Changing location through AppleMenu does not work, "Automatic", "other" or "another" locations remains the same.
This problem only occurs when Firefox is running and it's window is on the most front of Finder, that means Firefox menu ( 'Firefox File ... ') is displayed on Menu Bar, just to the right of apple mark.
Crash reporter launches. Crash reporter window is behind the firefox window. Even crash reporter launches, Firefox is running, not crashed.
More to say, after selecting "Quit Firefox" button on 'Mozilla Crash Reporter' window, Firefox does not quit.
Changing location using 'System Preferences'app works well even if Firefox is running and active.
When other application, Safari, Thunderbird, Finder and so on, is on the most front, changing location through Apple Menu works well, regardless Firefox is running behind or not launched.
As you say, this may not be a matter of Firefox. But this problem only occurs when Firefox is active, so I think that there may be some relationship between this problem and Firefox or 'Crash Reporter' process.

This problem still remains on MacOS 10.12.5 with Firefox 54.0.

Curiously enough, it seemed that this problem had resolved soon after updated to 54.0.
But after restarting MacOS or after relaunching Firefox, this problem occured again.

This problem is reproduced on MacOS 10.12.5 and Thunderbird 52.2.0.
Phenomenon is quite the same as Firefox problem.

On MacOS 10.12.6 and Firefox 55.0.1,
"changeing network setting" does not work at all
but
crash reporter does not launch.

Same observation than @gensurjp on MacOS 10.12.6 and Firefox 55.0.2.
However, the activity monitor shows an extra firefox process each time the "Crash reporter" opened before.
Those extra processes keep cumulating in the system and eat a constant 60% of one core system CPU each...

This problem is resolved on macOS Sierra 10.12.6(16G1036)and Firefox 56.0.2
Changing Network Setting works well.
