Support non-experimental autocomplete pref

+++ This bug was initially created as a clone of Bug #1340477 +++ Since we're doing feature detection we still need a pref to hide the supported field names unless form autofill is enabled. The form autofill system add-on can set the pref to true upon installation but otherwise only off/on should work. Maybe "dom.forms.autocomplete.formautofill"?
