This time, the update prompt was too small. See attached screenshot. I couldn't reproduce the issue.

Unable to reproduce so adding steps-wanted keyword.

Changing priority since it doesn't break updating and it doesn't seem to be prolific.

This is currently happening with the “Access Your Hidden Tabs” pop-up that appears when (for example) switching groups with the Simple Tab Groups add-on. When focusing the pop-up, pressing tab to focus the buttons appears to scroll down the pop-up. Someone else was also able to reproduce this on this GitHub issue for the add-on.
