Pressing ENTER should make search type textbox unfocused.

STR:
1. Focus any search type textbox (like one in Preferences page)
2. Press ENTER

Actual:
The textbox still has the focus.

Expected:
The textbox should not have the focus.
Discussed with Tina and Cindy in person, we think this design change is not only Preference but also for all Firefox UI. We think we should prioritize thihs issue as P3 one.

Yes, this can be part of Design System work. Since the effort for implementing the behavior that defined in our UX spec is big, I think it's fine for pushing it back to p3 and invest time for other crucial bugs.
