Despite updates reenabled https://bugzilla.mozilla.org/show_bug.cgi?id=1364878#c19 and newer builds on ftp http://ftp.mozilla.org/pub/firefox/nightly/latest-mozilla-central-l10n/ I am not getting any update.

as far as I can tell balrog rule 590 still holds linux users on buildid 20170514100406
That's absolutely right. I didn't spot that we had two rules pointing to last-good nightlies, due to buildbot and tc having different buildIDs. Rule 590 has been evaporated.
