The mocks for customize mode show a control in the footer that lets you switch between the normal/touch/compact modes: https://mozilla.invisionapp.com/share/BXBFSCU6P#/screens/229252091_Customization

I expect it needs to be hooked up to the pref in bug 1365912, and live behind the photon visual ifdef. I don't know if there are plans for other UI.
