Steps to reproduce
 1. Connect to a valid Wi-Fi network
 2. Laugh Firefox
 3. Enter “about:url-classifier” in URL bar
 4. Press "Set Log Module" button and "Set Log File" button
 5. Press “Trigger Update” for the provider "mozilla"

 6. Press “Trigger Update” button for the provider "google4"

 7. Connect to a invalid Wi-Fi network
 8. Wait hours
 9. Reconnect to a valid Wi-Fi network
10. Wait hours

Expected result
 - After step 6, the last update status will be "success" (both providers)
 - After step 8, the last update status will be "download error (500)" (both providers)
 - After step 10, Safe Browsing v4 DB can be updated. The last update status will be "success" (both providers)

Actual result
 - After step10, Safe Browsing v4 DB cannot be updated. The last update status is "download error (500)" (both providers)

Affected versions
 - 55.0a1 (2017-05-28) (64-bit)

I am going to add back-off time in about:url-classifier in bug 1373121, could you help check if this is related to back-off after bug 1373121 is landed ? Thanks!

I'll check this.

I verified it again. It can be updated after back-off time. I just revised the test cases. Thanks for you help.
