We need to land the new histogram_tools.py updates downstream.
I believe this involves:
- check that it passes old Histograms.json versions (e.g. using [1])
- land histogram_tools.py in python_moztelemetry
- wait until that is released and propagated to the aggregator etc.
- make sure it doesn't blow with old Histograms.json versions as well as new fields

The PR was merged and version 0.82 of python_moztelemetry was released (https://github.com/mozilla/python_moztelemetry/releases/tag/0.8.2). Nothing blew up, so closing this as fixed!
