1370407 - Update sync unit tests that use legacy extensions

Unit tests in services/sync/test/unit/test_addons_store.js and .../test_addons_tracker.js use bootstrapped addons.  With the impending disabling of legacy extensions, these should be switched over to use webextensions.

Good question, I initially filed this when the sync unit tests failed in a try build with legacy extensions disabled but I think it may have been an intermittent that I overlooked since I did another run and the sync tests didn't fail.
I think this is still worthwhile in the interest of testing something that is as similar as possible to how sync will be used in the field but it doesn't seem time-critical.  I'll update again if that changes...
