Here is a profile of startup without any existing profile on the quantum reference hardware: https://perfht.ml/2r2sGKg There are several low hanging fruits here, so I'm making this a meta bug and will file bugs blocking this.

The front-end performance team's focus is shifting from startup to fission and responsiveness, so I don't expect active work here in the near future, and we would need to look at a newer profile if we wanted to restart the fresh profile startup optimization effort. Closing.
