After hovering over the back or forward button, the drop down arrow stays in the
:hovered state even though it's no longer hovered over.

Steps:
1) hover over the back button on this report.
2) mover over to the refresh button.

See screenshot.
Note that this might have something to do with fix bug 5693 since it deals with
hover and how themes deal with hover. I'll look at the themes style to see if
anything catches my eye.
bug 137157 may be related too
Did a little version testing

2002041003 works as expected
2002041103 broken
2002041203 broken

All on WinME modern
Bug 137069 may be the same bug as this one...
I already stated in bug 137067 that I've found a hack how to get this working.
That hack is a bit ugly and causes other flaws but it shows that somehow we're
failing to apply the correct style, it seems we're somehow not applying the
style sheet mentioned in the XBL for toolbarbutton correctly.

We should possibly look into that area as well when looking for the underlying
problem.
Duping to the earliest of the bugs filed on this problem (based on bug 5693
comment 196). I have a fix.
