137194 - 'Open in new window' on bookmark group results in a Bookmark Manager window rooted at that folder

OK, not very easy to describe this easily in the summary, but it's really a
simple bug:

Steps to reproduce:

1. Open a set of tabs, file as bookmark group.
2. Put in personal toolbar
3. Right click and select 'open in new window'

Result:

A "manage bookmarks" window with the group treated as a normal bookmark folder.

Expected result:

A normal browser window containg different tabs.

A very closely related issue :
if you click a bookmark group in the Bookmarks sidebar in Mail News, and no
browser windows are open, then a new window is opened,  but the tabbed group is
not loaded.

this doesn't differ from bug 134853. the symptom described by this bug is a
result of the problem described in 134853

you're right.

also, right clicking on a bookmark group and choosing 'Open in New Window'
doesn't work as expected in either Personal Toolbar or Bookmark Manager
