steps to reproduce:
1. On your nightly install a few legacy extensions like Adblock Plus, Video Download helper
2. In about:config, toggle the value of extensions.legacy.enabled to false
3. Load about:addons
4. Click on the Legacy Extensions
5. Notice the lack of padding with the section heading
expected behavior:
There is sufficient padding on all sides
actual behavior:
There isn't enough padding before the Legacy extensions header/description. See attached screenshot. It doesn't match up when compared to the mocks.
