FWIW, I can reproduce this on Win10, but not on OSX.

Mmm, this is weird because we are not doing immediately dynamical update. The timing of updating list are refresh about:preferences or reopen about:preferences or performing deletion operation. The reason not doing that is due to performance concern and some uncertain cases on ux.
