137335 - Make paste on proxy icon load the clipboard as URL

Description

Reproduction:
1. Select/copy a URL
2. Paste on the proxy icon (the icon on the left in the urlbar)
   On Linux, middle-click on the proxy icon
   On Win/Mac, right-click on the proxy icon, select Paste from the opening
   context menu

Actual result:
File Bookmark dialog comes up

Suggested result:
Interpret the text in the clipboard as URL and load it.

A Right-click on the proxy icon should bring up a context menu, which contains
at least the menu items "Paste (load clipboard as URL)" and "File bookmark...".

Additional Comments:
This would solve or at least work around the problems that bug 24651 and bug
85977 are about.
