How do we proceed here? If the failure only happens on c-c how do we see if it vanished or how do we test fixes?

To test fixes you'd have to backout the patch locally and also push that to try. As per your comment #1, not easily reproducible locally. Also not our most pressing issue since it works on two platforms.
