Currently, the DL mgr window is used only when explicitly opened, but downloads
are still tracked primarily by individual progress windows.  This is
unnecessarily complex, and updating duplicate UI for progress bar, etc. degrades
performance. We either need a pref for which to use, open DL mgr always, or just
use the DL mgr if it is open.

nsbeta1- per Nav triage team.  We will open the DL Mgr by default, and could
still consider a pref.

Just adding input... looks like now DL manager opens by default, however no 
preference to disabling it and having separate windows? Call me old fashioned...

I believe this issue is now handled by the patch in bug 132440.

I think Peter's right.  This bug is addressed by the Navigator > Downloads prefs
panel.
