steps to reproduce:
1. On the latest nightly, go to about:addons
2. Click on Appearance
3. Notice the notifications on the top

Notifications are specific to the view the user is in
actual behavior:
We show the Legacy Extensions notification in the Appearance tab.

The Legacy Extensions notification banner is displayed in Appearance tab while a complete theme was installed prior to enabling the legacy pref.

I'm not seeing this in a recent Nightly. In any case, bug 1384608 is a more comprehensive bug about themes and legacy extensions.
