It's not a big deal but IMO adding %if 0's around license headers is pretty pointless.

Tested on Surface Pro 4 with Windows 10 with FF Nightly 57.0a1(2017-09-18) and I can confirm the fix, the space between URL suggestions is larger in touch screen mode.
