Removing priority to retriage.

Personally, I think this will negatively affect users for benefits I'm not sure most users are aware of, or care about. I'm aware I'm speculating but there are probably plenty of sites users use that will not support https and that they'd want in their top sites. Note that the ability to pin a custom site will make this less of a big deal, but I imagine not what users expect.

[triage] We WONTFIX'd based on my opinion (like in comment 1). That being said, there was no one in triage to fight for the other point of view so please discuss/reopen if you disagree with this decision.
