libpref is currently exporting lots of PREF_ calls. It should not.

so I just whacked pref with a big stick, and removed 18 exported symbols, and
probably sped up prefs just a tiny tiny bit

let's just say I needed a break from mail filters.
Fixed. This also reduced the DLL by about 8k on windows.
