1381321 - <select> popups don't work in OOP options browsers

In my embedded webextension with browser_style enabled for the options I don't get any popups for <select> elements on Windows 10 on Nightly 56.0a1 (2017-07-15) (64-bit).

The version in question is available from https://addons.mozilla.org/en-US/firefox/addon/justintv-stream-notificatio/versions/beta?page=1#version-3.4.0pre5

I do not see this problem on Linux but I can reproduce it on a new Profile on Widnows 10.

This also applies to browser action popups. Observed with https://addons.mozilla.org/en-US/firefox/addon/twitch-client-id-injector

I was able to reproduce the initial issue on Firefox 56.0a1 (2017-07-09) under Windows 10 64-bit.
Verified as fixed on Firefox 56.0a1 (2017-08-01) and Firefox 57.0a1 (2017-08-02/03) under Windows 10 64-bit and Ubuntu 16.04 32-bit. The dropdowns are successfully displayed.
