1381597 - create a taskcluster task that tests the decision graph for invalid buildbot-bridge builder names

This task could:

- download allthethings.json
- download the decision task's full and optimized task graph artifacts
- make sure that there are no invalid buildbot builder names in the buildbot bridge tasks
- report success/failure to treeherder

This task would likely run on docker-worker.
