Not 100% sure it's related, but we're getting jobs scheduled on pine which aren't started, eg these on c3ad5e666152 right now:

They're in allthethings.json, but not on masters ? Leads to nagios alerting about backlog.

Just a small update here: these jobs are still in the pending queue. I had a brief look at them today, but I'm not sure why they're not starting.

I removed the pending jobs from the queue just now, but expect more to show up on the next push to pine. 

The builders definitely don't exist where I guessed they'd be,  eg http://buildbot-master109.bb.releng.scl3.mozilla.com:8201/builders/Windows%207%2032-bit%20pine%20opt%20test%20mochitest-clipboard-e10s, but do for other branches like mozilla-central. Also, in a test master with no limit_platforms the builder exists, but not when using the limits for bm109 (a scl3 windows tests master), ie https://hg.mozilla.org/build/tools/file/912affa82eef/buildfarm/maintenance/production-masters.json#l1130

I think this was done, but I don't recall context too much and its been sitting idle for ~10 months now.
