openvr is currently at version 1.0.8. in mozilla-central, and the latest version of the library released is 1.0.9. 

I fetched the latest version of the library from https://github.com/ValveSoftware/openvr/.

For gfx/vr/openvr/README.mozilla and gfx/vr/openvr/moz.build, it seems that we didn't normalize the line endings to LF format.

I have also verified that the changes in Bug 1380114 (Reapply MinGW build fixes to OpenVR) have been applied upstream and are not overwritten by this update.
