According bug 1380585, we've adopted a build-time flag mechanism to pref on / off visual changes for Fx57. It's off by default currently but we should pref on by default after getting stable to make sure QA can verify the new changes.

Bug 1382705 was planning to turn off the build-time MOZ_PHOTON_PREFERENCES flag, but our landing strategy has changed based on the consensus on https://bugzilla.mozilla.org/show_bug.cgi?id=1382705#c3. So this bug is unnecessary and let's close it.
