I backed out some tooltool manifest changes in Bug 1384886/https://hg.mozilla.org/comm-central/rev/f593d2d106c1 that were introduced upstream in Bug 1384418. This broke our build, as we can't easily use the taskcluster generated toolchain artifacts.
I think the short-term fix is just to adjust the sync exceptions, until we can start using taskcluster artifacts.

The leave-open keyword is there and there is no activity for 6 months.

The Rust toolchain comes from the Taskcluster build configuration now. It's
actually downloading both versions right now, unpacking this one then
deleting it and unpacking the one from Taskcluster.
XZ shouldn't be needed anymore; it's not part of the Firefox manifests.
