1.Launch Nightly 56.0a1 with a new profile
2.Store persistent data ( 90% from limit)
3.Navigate to youtube.com
4.Click "Learn More" button from notification bar
5.Go to youtube.com tab and click again "Learn More" button from notification bar

[Expected result]
4.A new tab with SUMO page should be opened. The notification bar is displayed in SUMO page
5.A new tab with SUMO page should be opened. The notification bar is displayed in SUMO page

[Actual result]:
4.A new tab with SUMO page is opened. The notification bar is displayed in SUMO page
5.A new tab with SUMO page is opened. The notification bar is not displayed in SUMO page.

[Triage] We tended to think this is P3 in consideration of that notification bar is still displayed for the second time loading youtube at first, so that users got notified about the instructions. Fischer, we'd like to hear FE feedback. Could you advise if P3 sounds sensible to you? Thanks!

Yes, this is an nice-to-improve feature, not something blocking daily usage. P3 sounds reasonable to me.

The "Twice" should be fixed by Bug 1377852 - Do not display the 2nd storage pressure notification when there is one being displayed so update the bug title
