change scale % will resize scrollbar (on left) on the print preview

Reproducible: Always
Steps to Reproduce:
1.Disable, "Shrink to fit page width" in Page Setup
2.Set Scale to 50%
3.

Actual Results:  Preview content scaled down to 50%. Scrollbar scaled down too

Expected Results:  scrollbar should not change in size
