We'd like to move forward with giving users the option to enable tracking protection via Preferences in release (same experience as in Nightly), pending the results of the study in bug 1377563 and agreement on the legal/policy end.

New tentative plan is to start with beta (bug 1393627) and then do a staged roll-out on release (bug 1393628).
