Right now you can re-order the items in the customize palette. You probably shouldn't be able to do this. 

Example where it hurts: Attempting to drag an item to my toolbar I accidentally dropped it back on the palette. When I realized it didn't land on my toolbar I went looking for it in the place I first found it but it had moved to a new location.
