Steps to Reproduce: Screen capture is here: https://testing-1.tinytake.com/sf/MTg1NDY4Ml81OTc3NDUw 1. Start the latest nightly from a clean profile 2. Create a new tab 3. Click on the Fox (New to Nightly?...) 4. Click on "Show Private Browsing in Menu" and observe the highlight 5. Press F11 to enter to full-screen mode 6. Verify the highlight is not shifted Actual Result: The highlight shifts. Sometimes it even appears outside of the browser window. Expected Result: The highlight shouldn't shift when the browser enters to full-screen mode

Reproducible on windows(7, 10) and linux (ubuntu). Not reproducible on Mac(10.11). Positioning is done by binding anchor between target element and popup panel so they should be automatically updated upon fullscreen, but for some reason it doesn't. I suspect this may be a popup panel's issue.
(sorry I missed a point here: the highlight itself is a popup panel.)

I am not able to reproduce the issue on Win11x64 using Firefox build 133.0a1. Mark as Worksforme.
