1389079 - Turn on TFO

I will land a temporary fix for nspr - bug 1384633 and necko part of the fix - bug 1363372.

This bug will turn on TFO to test the other 2 bugs.

I need a temporal fix for the issue with xcpshell test and some users. The correct fix is in bug 1386719 which is waits for a nspr peer review.
